Arkansas does publish, through its state job board, but has barely used it: the board holds three records, all filed in June 2019, and two of those it labels Non-WARN. We hold the one WARN notice and exclude the other two, because a record the state itself says is not a WARN filing does not belong in a register of WARN filings. So Arkansas is complete as published and almost empty, which is the state of the source and not a gap in our collection.

Its register refuses requests from server and hosting networks, so the list is collected through an ordinary consumer connection rather than from our own machines; the notices themselves are the state's public record, unchanged. We have asked the agency to lift the restriction so this can run automatically.

HawaiiHawaii Workforce Development Division
Hawaii publishes current notices as web pages and its archive back to 2019 as scanned letters with no text layer, which we read with OCR. We only record a headcount where the notice states an affected or separated figure in words: most of the older letters give only an attached table of job titles, and we will not add up an unreliable scan to invent a total. So Hawaii is current and its archive is partial, and the notices we hold are ones we can show you the sentence for.

The state's portal lists employer, date, type and workforce board area and no number of workers at all, so these notices are held apart from the filings and are absent from every headcount and total here. Oklahoma also publishes the employer's head office rather than the Oklahoma worksite, so no town is shown.

We take the consolidated file as published and read each letter for a headcount it states in words. Where the only headcount is a scanned appendix of job titles, we record no notice rather than sum an unreliable scan, so some 2025 and 2026 notices are missing. West Virginia reports the county, not the city.

Wyoming receives WARN notices through its Department of Workforce Services and does not release them. There is no list to collect, now or at any point we can find: not on the department's site, not on the state job board, and not in the Internet Archive's record of either. No commercial tracker we have checked holds Wyoming data either, so this is a gap in what the state publishes rather than a gap in what anyone has gathered. We have asked for the records, including in redacted or aggregate form.

Notices marked * : held, but with no headcount published

Oklahoma publishes the fact of a notice but no number of workers with it, anywhere. 204 notices are held on that basis.

They are kept apart from the filings and are deliberately absent from every headcount, total, average and alert on this site. The alternative would have been to record them as zero, which would quietly drag down every average and print "0 jobs" against a real layoff. A number nobody published is not a number we will invent, and a notice nobody counted is still a notice worth knowing about.

So the jurisdiction count above includes them, and the filing and jobs totals do not.

What happens after a filing is collected

States amend what they publish. Effective dates move, a layoff is reclassified as a closure, a city is corrected. We keep every one of those changes instead of overwriting the record, so it is always possible to answer what the filing said on the day you acted on it. 208 amendments are on record so far, and 21,607 filings were collected in the last seven days.

Each filing's history is available through the API at /api/v1/filings/:id/revisions, and everything that moved since a given date at /api/v1/changes. API documentation.

How to read this

Newest filing is the most recent notice date we hold, not the date we last looked. A state can be collected daily and still show an old newest filing, which simply means no employer has filed there recently. Last collected is when a filing from that state last entered the database. Together they separate a quiet state from a broken feed, which is the distinction that matters when you are relying on this.

0 jurisdictions publish a usable list that we have not finished collecting. 2 publish no public list of notices at all, so no source exists to collect. WARN applies only above statutory size thresholds, so even complete coverage of every state would not be a record of every US layoff. It is a record of the layoffs employers were legally required to declare.
